CALIFORNIA REAL ESTATE APPRAISER SCHOOL To qualify to take the California State trainee/residential appraiser license examination, an applicant must have completed a minimum of 90 hours of basic education courses. The courses used to qualify for the state
exam must be approved by the California Office of Real Estate Appraisers
(OREA) and cover certain topics that are mandated by the Appraiser
Qualifications Board (AQB). The
applicant must be 18 years of age or older.
No previous experience is required. The basic education hours used to qualify for the state trainee/ residential license must include a minimum of 15 hours on the Uniform Standards of Professional Appraisal Practice (USPAP). This course sets forth the minimum national ethics and technical standards for appraisers. As of January 1, 2003, this 15 hour National USPAP course must be conducted in a live classroom setting. The instructor must be an AQB Certified Instructor. SUMMARY OF OREA APPRAISER LICENSES There are four
levels of appraiser licenses offered through the Office of Real Estate
Appraisers. The basic education
hours already completed at one level can be carried over should a licensee wish
to qualify for the next level of appraiser licensure.
Appraiser
License Education & Experience Summary Trainee
Level - Needs 90 hours basic education including 15 hours of USPAP.
No experience is required. Trainee
can appraise any property that the supervising appraiser is permitted to
appraise.
Residential Level - Needs 90 hours basic education including 15 hours of
USPAP.
Applicant needs 2,000 hours of acceptable appraisal experience.
Can appraise 1-4 family units valued up to $1 million; and
non-residential property valued up to $250,000 Certified
Residential Level - Needs 120 hours of basic education including 15 hours of
USPAP. Also needs 2,500 hours of
acceptable appraisal experience and 30 months of experience.
At this level, the appraiser can appraise 1-4 family property without
regard to transaction value and complexity and non-residential property valued
to $250,000. Certified
General Level - Needs 180 hours of basic education including 15 hours of
USPAP. Needs 3,000 hours of
acceptable appraisal experience, of which 1,500 hours must be non-residential,
